Introduction

Behaviour-based safety is becoming more critical and essential, especially at the industry 4.0. Some managers and union representatives are frustrated with their current program and its lack of progress. They want to try something that they think is new. One cannot fault them for their desire to improve. Unfortunately, behaviour-based safety programs are just a retread of old, outdated ideas and strategies that have never been proven effective. Other managers are interested in behaviour-based safety because they realise this approach shifts responsibility for health and safety to their workers and does not require a significant change in the management system. They understand that the emphasis will be on changing the worker and holding the worker responsible for injuries and illnesses.
